My name is Rebecca Raymond. I am the mother of children who have survived abuse, raids, shootings, and systemic betrayal.

This is an exposé: of Tariq Mahmoud, his violent family, and the clerks, judges, and DCF officials who enabled them. It is the record of broken bones, broken homes, and broken promises of justice.

Tariq Mahmoud: Abuse in Our Home

Tariq turned our home into a prison.

• He battered our children when I attempted to work/return to school.

• He whipped me with wires until my skin split.

• He broke our bones during assaults — injuries I carried while raising our children alone.

• He slammed me into walls and furniture, leaving me unable to breathe.

• He forced his way into my home in break-ins, terrorizing me and the children, reminding us we had nowhere to hide.

• He raped me after drugging me, reminding me I was his property, not a human being.

• He forced us into cult-like ceremonies and would beat us if we refused.

And my children were never spared. They lived inside this violence. They watched their mother beaten. They hid in corners during break-ins. They learned to expect the sound of fists, glass shattering, doors kicked in.

This was not “conflict.” This was domestic terrorism.

My Children in the Line of Fire

The terror followed us outside:

• Raids and police guns drawn: My children were in cars when officers surrounded us, screaming, with weapons aimed.

• Gunfire: Bullets shattered windows while my children ducked, crying, under blankets as I shielded them.

• 1181 Pleasant St: A Mahmoud family base raided in 2024, where fentanyl, cocaine, meth, Suboxone, and two loaded handguns were seized from Ishmael Mahmoud.

• February 4, 2024 shooting (Pleasant St): Shell casings and bullet holes marked another neighborhood tied to Mahmoud criminal activity.

• Break-ins: My children woke to Tariq invading their space, and viciously beating me, proving they were never safe.

These are the experiences that gave them combat trauma and PTSD in childhood. Experiences the courts dismissed while forcing them back into supervised visits with Tariq.

Courts and Clerks: Fraud on the Record

Massachusetts courts did not protect my children. They protected Tariq.

• Judge Richard McMahon signed a supervised visitation order in June 2024 — void for lack of jurisdiction — knowingly forcing my children into contact with their abuser.

• Clerk Stephanie threatened me with jail unless I signed a child support order — extortion under color of law.

• My filings and pleas for safety were ignored.

Every safeguard of due process was stripped from me. My rights and my children’s rights were trampled so that Tariq remained protected.

DCF: Profiting from Abuse

DCF’s role was never about child protection. It was about profit.

• They prolonged supervised visits — not for safety, but for federal Title IV-E reimbursements.

• They ignored broken bones, ignored my children’s PTSD, ignored evidence of abuse.

• They funneled my children back into trauma because every open case meant more money.

And DCF’s record speaks for itself:

DCF has a pattern: ignore abuse, keep cases open, collect federal funds.

The Mahmoud Family Criminal Trail

This pattern of violence extends across the Mahmoud family:

• 2016 Willis Street Raid – Ishmael Mahmoud arrested with rifles, handguns, knives, ammunition, and charged with multiple firearm offenses.

• 2024 Pleasant Street Raid (1181 Pleasant St) – Ishmael arrested again, this time with fentanyl, meth, cocaine, Suboxone, and two loaded guns.

• February 4, 2024 Shooting (Pleasant St) – Gunfire into vehicles, shell casings recovered; no arrests made public.

• Mohamed Mahmoud (Jan 2024) – Arrested with nearly 50 grams of fentanyl, counterfeit oxycodone pills, Xanax, crack cocaine, and $800 cash. Charged with trafficking and conspiracy.

• Tariq Mahmoud (Providence) – Arrest on record but concealed from public; protected while his violence was directed at me and my children.

This is not a family in crisis. This is a pattern of crime, trafficking, and abuse — and the courts chose to keep my children inside it.

Some of The Laws They Broke

• Troxel v. Granville (2000): Parents have a constitutional right to direct their children’s upbringing.

• Meyer v. Nebraska (1923), Stanley v. Illinois (1972): Parental rights are liberty interests.

• 42 U.S.C. § 1983: Courts, clerks, and DCF are liable for constitutional violations.

• False Claims Act (31 U.S.C. § 3729): DCF’s Title IV funding fraud is illegal.

• Rome Statute (Art. 15(1)): Systemic persecution of mothers and children may amount to crimes against humanity.

Closing

My children have lived through abuse that broke bones, broke homes, and broke their trust in safety. They endured raids, shootings, break-ins, and forced visits with their abuser. They have PTSD not because of strangers, but because of their father, Tariq Mahmoud, and a system that covered for him.

The Mahmoud family brought violence. The Massachusetts courts and DCF brought fraud. Together, they destroyed my children’s safety and rights.

But the truth remains:

I am their mother. They are my children. And I will never stop exposing what was done to us.
